The scholars have discussed about the regulation pronouncing our intention. In general, there are three opinions. Some said it is mustahab. It is recommended. This come in particular from Syafi'iyah scholars. They say that it is recommended to pronounce our intention. To strengthen our intention. But no need to say it loudly. It is for ourselves. When saying "Ushalli" no need to say it louldy. Your purpose is not to announce it to your neighbor. Your neighbour knows that we are praying dhuhur. No need to tell him. To strengthen our intention, we say it low. To strengthen our heart. This is the opinion of the majority of Syafiiyah. As for their education... They lived in the desert taking care of cattle or farming. They weren't taught by the Prophet to pronounce ushalli Not a single hadith saying that the Prophet said ushalli. Let alone the authentic one, no weak hadith said so. Let alone the weak hadith no false hadit said so. Therefore, some scholars say that pronouncing ushalli is bidah. Some others say that it is not bidah. It is just a matter of differences in opinion. It is just that it is not taught so. These are the three opinions related to pronouncing intention. I think also that it is a matter of differences in opinion in fikh books. So, we try to chose the closest to the right one. Without the need to insult others. We just need to say that the right one is that there is no need to say it. Because the Prophet ﷺ said: وخيرَ الهدي هديُ محمد صلى الله عليه وسلم، The best guidance is that of the Prophet ﷺ. The best prayer is that of the Prophet ﷺ. If the Prophet did not pronounce the intention in his prayer, then neither do we.
